11% Chinese tourists in Japan rent cars, raising red flags

Japan's government regards the licensing systems of seven countries and territories as comparable. China is not one of them, and nor is it a signatory to the Geneva convention. So it would seem that very few Chinese visitors to Japan qualify to drive.

Yet a survey by the Okinawa prefectural government found that 11% of Chinese visitors to Japan rented cars. In Hokkaido, a popular northern destination for Chinese tourists, 16% of those surveyed said they had rented a vehicle.

The suspicious licenses compound safety concerns, with record tourist traffic to Japan bringing a rise in road accidents involving rented vehicles.
